if you look underneath all of the little bits of user information like the name, online status, join date, etc. youll see a line of buttons listed as follows; General, Gallery, Scraps, Journal, Activity, Send Note, and +Deviantwatch.

all of these are directly related to the user you are currently viewing. Deviantwatch is the option that adds friends.
